IPS officer Rajesh Hingankar transferred from Dhar, case against Qazi was registered in his tenure

Rajesh Hingankar, an officer of Indian Police Service (IPS), has been shifted from Dhar. He has been posted as SP, Satna.

Hingankar was district police chief in Dhar, when Shahar Qazi was booked for sedition. This was an unusual case and the issue was raised in Assembly.

It was a questionable decision of the local administration. The reason was that even if slogans were raised during a rally, instead of booking those youth, the case against Qazi was unprecedented.

It showed deep bias. While right-wing groups have taken out processions with swords and have wielded weapons public, no case is registered.

Clearly, it was either unusual appeasement of BJP's core constituency or right-wing sympathies within administration. It is not clear who dared to take action against the Shahar Qazi, a religious post.

Home minister Babulal Gaur said that he would look into it, and would take corrective measures. In all, 12 IPS officers have been transferred in the latest round of administrative reshuffle in MP.

15 killed, 45 injured as bus falls off road in Hoshangabad

A tragic mishap occurred in Hoshangabad district in the State.

At least, 15 persons died while 45 were injured when the bus carrying a marriage party met with a mishap.

The family was going from Indore to Chhindwara. On way, in Hoshangabad, the bus fell from the road, down to a 15 feet deep gorge.

The driver said that the accident occurred while he was trying to save a car. There were 60 people travelling in the bus.

The family of Santosh Verma, whose daughter Jaya, had been married to Nateshwar Verma, a resident of Chhindwara, was travelling in this bus.

Privilege motion to be brought against MP IAS officer Tejaswi S Naik!

Tejaswi S Naik, an officer of Indian Administrative Service (IAS) is under fire and may soon face a privilege motion in Assembly.

Naik who is a 2009 batch IAS officer, is posted as Commissioner of Bhopal Municipal Corporation (BMC).

But the IAS officer has all the MLAs, irrespective of their parties, gunning for him. The reason is 'his attitude'.

In Assembly, the MLAs of Congress and BJP joined hands over this issue. Vishwas Sarang said that he would bring the privilege motion.

He said that Naik called a meeting of legislators but himself didn't attend it. Also, MLAs don't like him for being 'arrogant'. There is no smoke without fire. Else, MLAs across political lines, won't have come together on the issue. Let's see how far it goes.

40 feared dead in bus accident in Panna in Madhya Pradesh

Around 40 persons killed when a private bus met with a mishap in Panna district on May 4.

The bus fell down from the road and caught fire. Most of the passengers were burnt to death.

The bus was going from Chhatarpur to Panna, via Satna, when the driver lost control over steering

The bus fell in a gorge on the roadside. In the initial report district adminsitration accepted 21 deaths.

The bodies were charred beyond recognition. The deceased's kin had a tough time in identifying the bodies of the victims. The officials had reached the spot after the incident. The police were investigating that how such a major fire broke out in the bus after the mishap.

Retired IRS officer Kamlesh Argal booked for conspiracy to abduct and kill another ex-IRS officer Kakkar


Retired IRS officer Kamlesh Argal is on the run from police.

Argal, who belongs to Damoh (MP), is  absconding after his name came up in plan of kidnapping and murder of his former batchmate.

This shocking disclosure came after the police registered a case against Argal and began a hunt for him.


The former chief commissioner of income tax CCIT Bhopal circle Argal conspired to kidnap and murder a retired IRS officer Ashok Kakkar.

Argal was possessed with the idea to such an extent that he gave 'supari' (contract) to criminals who were brought and even given training for the operation.

But police came to know about abduction plan and foiled it. Thane police arrested the three criminals hired for the crime.

Argal and Kakkar were earlier friends but fell out after a monitory dispute. Argal started his firm after retirement while Kakkar joined corporate sector in Mumbai.

Argal and his accomplices wanted to recover Rs 60 crore that was given to Kakkar earlier.

But this is a unique crime as it shows how officers of elite Indian Revenue Services (IRS) are involved in huge financial deals, post-retirement, and are even prepared to commit heinous crimes over the deals.

Bhind collector Madhukar Agneya in controversy over comments on farmer's death

IAS officer Madhukar Agneya has landed in a controversy over his alleged comments about a farmer.

Congress released an audio recording of the conversation in which Agneya allegedly made light of farmer's suicide.

Agneya allegedly said that if someone has six children, then it is natural that he will have a pathetic life and would die.

The comment came at a time when farmers are committing suicides in the State due to rain and hail storm which affected the crop all over Madhya Pradesh.

Agneya said that the allegation was wrong and he didn't say anything like that. The Congress has attacked the collector for being insensitive towards the farmers.

The BJP is also not happy with the statement. Party chief Nandkumar Singh Chauhan has said that the comment was in a bad taste.

The lesson is that one should be careful about words even in a private conversation. Nothing is private in this era, as anything can be recorded.

Sand mafia kills policeman in Morena in Madhya Pradesh

Once again sand mafia has struck in Madhya Pradesh. A policeman Dharmendra Chauhan was brutally killed on Sunday.

Chauhan was crushed to death by the dumper truck which was involved in illegal transportation of sand mined unlawfully from the riverbed.

He was asked by his superior to stop the truck. But seeing Chauhan, the truck driver ran over him. The policeman died on the spot. This tragic incident took place on April 5.

This is not the first such incident. Morena is known for similar attacks on policemen and other officials.IPS officer Narendra Kumar Singh was killed in similar circumstances in Banmor in this district a couple of years ago.

In that case too, the officer was trying to stop a tractor-trolley when, he was crushed to death. Clearly, it shows that sand mafia has powerful persons' support and hence the criminals are acting fearlessly in Chambal region of Madhya Pradesh. [News clipping courtesy DainikBhaskar.com]

Communal violence in Jawad town in Neemuch, curfew imposed

Another town in Madhya Pradesh is under curfew due to communal tension.

Violence between two communities took place in Jawad town in Neemuch district on April 3.

Dozens were injured in the clash. In view of the arson and stone pelting, curfew was clamped.

This incident occurred in Khor in Jawad. Surprisingly the administration wasn't alert though there were incidents of tension earlier too. Three incidents had occurred in a month but there was not enough police deployment during the Hanuman Jayanti.

The result was the violence. Dozens were injured in the clash. Shops and vehicles were burnt by the mob. The police have arrested the rioters. Curfew is now enforced in the area and the situation is now peaceful.

Raid at IPS officer IG Mayank Jain's residence yields Rs 100 crore assets: Corrupt Cop!

In a rare action, the Lokayukta police conducted raid at the house of IG Mayank Jain at Riviera Township in Bhopal.

The Lokayukta officials found that Jain had amassed six houses in Bhopal and Indore apart from 50 acres land in Khargone, nursing homes in Bhopal and Rewa.

Jain also had large amount of jewellery, cash and other assets that were disproportionate to his known sources of income.

There were complaints of corrupt practices against Jain earlier too. The Lokayukta team conducted raid at the IPS officer's house on May 15. Jain belongs to Rewa. He has MBBS and MS degrees. Jain's wife is also a doctor.

Congress leader in Bhopal Sanjeev Saxena surrenders: STF arrests, interrogates him in PEB scam

Congress leader Sanjeev Saxena who owns Radharaman Group of Engineering Colleges has finally been arrested.

The special task force (STF) has arrested him for his alleged role in the professional examination board (PEB) scam, after he surrendered.

Had Saxena not surrendered, the process to attach his property would have begun. Saxena even went up to the Supreme Court, to get relief.

The Apex court told him to appear before CJM court by May 12. After he appeared in the court in Bhopal, he was remanded to STF custody.

Sanjeev Saxena is now being quizzed for his role in fraud. Saxena has always been known for controversies, his bullying in MANIT (formerly MACT) and for shady deals. But for years, he managed to get away despite being wanted by police, due to his political connections. But he is now made to face the law.

It will not be easy for him to come out of this case. His role in many fraud cases (for helping candidates pass in the competition and recruitment examinations through bribes) has been found. He will be interrogated and arrested in these cases also.

Collector Jaishree Kiyawat removed from her post for singing from stage during BJP's function

The Election Commission has cracked the whip and has taken action against Jaishree Kiyawat.

She has been removed from the post of Collector, Jhabua. The action was taken because of a complaint against her.

The Election Commission (EC) was approached by Congress leader Manak Agarwal. He had complained that Kiyawat was supporting the BJP during the election campaign.

The complaint also mentioned that she had participated in the BJP's foundation day programme and that she had hummed a song from the stage on this occasion. The EC took cognisance of the plaint and ordered that she should be shifted from Jhabua. Now Chandrashekhar Borkar replaces her as Collector.

CBI arrests Income Tax officer Poonam Rai, her husband Ganesh Malviya for taking Rs 10 lakh bribe

The central bureau of investigation (CBI) has arrested deputy commissioner income tax (IT) Poonam Rai for taking a bribe of Rs 10 lakh.

Rai and her husband were caught for taking the money from a builder. She was asking for the money to settle the case of tax penalty.

The builder had informed the CBI police team. The trap was laid and they were arrested. Apart from Rai, her husband and two other persons were also caught.

Ganesh Malviya is a BJP leader. The two other persons are  Pretam Chotrani and Sanjay Raut. The four accused were produced in court.

They were remanded to CBI custody. Later on when they were again produced in the court, they were granted bail after furnishing Rs 1 lakh personal bond each.

The raid shows the extent of corruption in the departments like Income Tax. It was the proprietor of Ramayan Builders, Rajesh Bhadoria, who had complained to the CBI about the demand of bribe. Acting on his complaint the major trap took place. The CBDT has suspended Poonam Rai.

Lokayukta raid at Deputy Commissioner's residence reveals Rs 70 crore property

The Lokayukta raid at deputy commissioner RK Dwivedi's residence, yielded assets to the tune of Rs 70 crore.

The raid was conducted on January 30. In the raid at Gulmohar Colony, the SPE found information about huge assets.

These include two duplex houses in Akriti Ecocity, flat in Akriti Blue Bird, flat in Shahpura, plot in Bavadia Kalan, plots in Mahavir Nagar and Shivkunj, land in Gol gaon, 7 hectare land in Ganj Basoda, hotel Good Stay in MP Nagar, Bajaj Service Centre in MLA Quarters, four storey hostel, factory in Mandideep, jewellery and cash.

After police firing and two deaths in Singrauli, PHQ removes SP Jayadevan

The superintendent of police (SP) Jayadevan has been shifted after the custodial death case that caused wide anger in Singrauli.

Jayadevan has been posted as Railway SP in Jabalpur. A teenager was killed in police custody. The police tried to hush up the case but later his body was found.

When angry citizens protested, the police again fired and an innocent  youth who was going home was killed in the firing. Jaydevan has been transferred after this incident.

The PHQ has also taken action against another senior IPS officer. He is DIG RK Shivhare. His name had come up during the professional examination board (PEB) scam.

The officer's role was found in dealings with the rackets that were involved in the fraud. Later, he was suspended also. Some other police officers have also been shifted.

The latest round of reshuffle also sees posting of Arun Pandey as Commissioner, Ujjain. More transfers are likely to take place in coming month, as state government will post officials before the Lok Sabha elections.

Best or Worst of Bhopal: Rice Bowl Chinese and Thai Restaurant

If you want to try Chinese or Thai food, you can give a try to Rice Bowl which is located at Mansarovar Complex near Habibganj railway station.

This is not far from MP Nagar. The restaurant has a good feel and a nice interior. The food is also okay.

FIVE POINTS ABOUT RICE BOWL

1. The basic Chinese delicacies like veg fried rice, noodles and manchurian are good. You can try soupls also. There are lot of options on their menu. The best thing about the restaurant is that the food is in ample quantity. If you ask for rice and a curry, may be two people can eat to their content. The Thai food is not so good but for a change you can order it. 

2. This is not an expensive place to eat. But with Rice Bowl, there are some other issues. The kitchen seems to be less clean because you may find a spider or a fly in the food. There have been more than a few such experiences. The waiters aren't too friendly. They rarely flash a smile. At best, it is a plastic, patronising look at the visitor.

3. People also complain that there is no clarity about non-vegetarian food (chicken or mutton) whether it is Halal or not. The staff is not helpful in this regard and there is no mention on the menu or in the hotel. No one including the manager says it properly.Worst, you can't even write a review or leave a note. 

4.  Perhaps, they have no idea about what is a 'SUGGESTION BOOK'. There is also a parking issue with this restaurant. Throughout the day, the area is abuzz with commercial activity. Go after 9 pm and you won't encounter the parking issue then. 

5. Unlike other places in Bhopal where if you go ten times, they will recognise you, give you a smiling look, don't expect anything at this place. Do they behave in such a way because they want to indeed look authentic Chinese, and not Indians!

A positive thing to end this review with: You can have PRAWNS in this restaurant. So this is an interesting place. If they just focus as much on their behaviour and truthfulness as well as they do on interior, it will be a better place to eat.

IPS officer beats up wife, reports Dainik Jagran

Hindi newspaper Dainik Jagran has reported that an IPS officer of Madhya Pradesh cadre has beaten up his wife.

The officer's wife has made a written complaint to the police. The Mahila police station has not registered a case but they have begun inquiry.

The IPS officer is a DIG posted in Police Headquarters. His wife is a doctor and has complained that he beat her over a small matter. The police officers are now trying to convince both of them to go for counselling.

Jaypee cement company MD Sunny Gaur booked for murder, court issues arrest warrant against him

Sunny Gaur, the managing director (MD) of Jaiprakash Associates Limited, which is commonly known as Jaypee group, has been charged with murder.

Gaur and his associates Rajneesh Gaud, KP Sharma, Ramesh Gupta, Ajay Singh Rana, Shiv Shankar Chaubey, DP Rawat, Sanjay Kumar Singh and Raghunandan have been booked for murder.

The Rewa district court has now issued non-bailable arrest warrant against all these seven persons. The case dates back to September 22, 2007 when agitating farmers were shot at the gate of JP cement factory in Rewa.


In the protest, Raghvendra Singh, was killed and 50 others were injured. But no case of murder was registered. The FIR had nine names but instead two security personnel were made accused in the case. The CID inquiry also brought no result as the case was closed.

Later the public interest litigation (PIL) was filed in Jabalpur high court. It led to directions given to Rewa court to take cognisance. The Communist party and other local leaders have been alleging that the Jaypee group has the support and protection of the ruling BJP government.

The court has now booked all accused for murder. The accused Sunny Gaur and all others named in case have a non-bailable arrest warrant issued against them. The case assumes importance as it shows lack of interest on part of police in taking action against culprits.

Shehla Masood murder case solved but questions remain on conspiracy, politicians' nexus with criminals & investigation

First the CBI said that Zahida Parvez, an interior designer, had planned RTI activist Shehla Masood's murder and hired contract killers for shooting Shehla in front of her house in Koh-e-Fiza in Bhopal.

But the CBI didn't reveal much about the motive. It hinted that Zahida was obsessed with BJP's Bhopal MLA Dhruv Narayan Singh, a philanderer, who had many more girl friends, and is known to be a socialite in the high circles in capital.

Was Zahida upset that Dhruv was getting close to Shehla also? She got in touch with 'supari' killers through Bhopal-based man Saqib alias Shakib Danger. Two or three people rode the motorcycle on August 16 and one of them had fired just a single gunshot that killed Shehla.

But the identity of the killers remains a mystery. The name of Kanpur's Shanu Olanga was doing rounds first. Irfan and Salim were the other names. Later it was said Shanu Olanga was murdered because one after the other all the sharp-shooters involved in the case were being targeted.

Investigators then hinted that Shanu was not the shooter at all. Irfan was arrested but where was Salim? Irfan agreed that it was not Shanu but he himself had fired the gunshot. So CBI was unable to extract information from Irfan even after many days of custody.

Then police arrested Tabish. Names like Kasid, Raees Banarasi, Mamavind and others also are now doing rounds. Polygraph test revealed a lot about Dhruv Narayan Singh and his relations. For the police, the biggest challenge is to recover the weapon used in the crime.

Even after keeping the accused in custody, and interrogating them for weeks, it seems that the agency has not able to piece together the story. There are lot of grey areas in the versions. CBI and UP STF that played an important role in cracking case, have their own versions.

Will the high and mighty be exposed and the replies of the persons on whom polygraph was conducted brought in public domain or again it will be hushed up? One hopes that the CBI breaks its silence soon and comes up with a convincing motive and the entire turn of events that led to one of the most mysterious of murders in India.

Guards, security personnel's misbehaviour with visitors on DB City mall premises in Bhopal!

The complaint of misbehaviour by security guards and staff at Hypercity store which is located inside DB Mall at Bhopal should be taken seriously.

The reputation of a brand gets sullied by such incidents. Congress MLA Pachilal Medha was at the cash counter when his five year old son innocently picked up a packet of biscuit which his father didn't notice but was seen by security personnel.

They harassed the MLA, separated him from his family, took him to a room where he was kept confined for more than an hour and even made him sign an apology letter. Though he said that he would pay a penalty and was ready to apologise, they mistreated him.

The incident is not the first such case. When DB Mall was opened, everybody had high hopes as it was one of the best shopping malls in India, spread over a huge area.

It functions well and has enlivened the city but there are issues with the staff.

1. They feel that as Dainik Bhaskar group owns the mall, no one can take any action against them.

2. The staff gangs up, particularly, on first floor and bullies people. The worst is that whenever motor route is changed, they don't inform and when the person takes the earlier route, the guards' tone is extremely rough.

3. The security personnel are mostly from the region where people speak harshly and use a rural dialect unlike Bhopal. They use 'tum/tu/aao/jaao', which is upsetting.

4. There should be training for guards and they should be able to speak politely, without any arrogance to the citizens visiting the mall.

5. There should not be separate sets of rules for the Well-dressed sophisticated people and youngsters with body piercing on one hand, while mistreatment with the lesser mortals who don't dress fancily or come out on two-wheelers.

When the mall was opened, we had welcomed it. We hope that it will improve the conduct of security guards and set higher standards.

Waqf officer accuses Minister Ajay Vishnoi of seeking sexual favours

Barely had the controversy over Cooperative Minister Gauri Shanker Bisen getting his shoe laces tied by a tribal boy settled down that another senior BJP minister is caught in a row in Madhya Pradesh.

Minorities Affairs' minister Ajay Vishnoi has been accused of seeking sexual favours. Madhya Pradesh Waqf Board officer SMH Zaidi has said that the minister's staff asked him to take his wife along and reach Vishnoi's bungalow. Now Zaidi had approached the High Court in this regard.

Zaidi claims that as he refused to be part of corrupt practices regarding to Waqf property, he was transferred to Naxalites' area. The court had then stayed the transfer. However, government didn't grant him posting and his salary was withheld for two years.

To his complaint, the minister's staffer asked him to bring his wife. Zaidi claims that when he complained to minister in this regard, Vishnoi said that one has to pay for getting things done. Vishnoi's name has cropped up in the past also in cases of corruption.

Clearly, one after the other such controversies are damaging the reputation of the BJP-led government in Madhya Pradesh. Time to worry for Chief Minister Shivraj Singh Chouhan.
